The rebels escort Koch to Sanctuary Six. The city is tense, polished, curated — a celebrity‑culture fortress. Koch begins negotiating his “payment.” Sanctuary Six leadership hides their fear.
CHAPTER 9 — The Lie
Sanctuary Six rewrites the story immediately. Celebs give polished statements. The Council publishes a false narrative. The rebels watch the lie take shape.
CHAPTER 10 — The Statues
Workers unveil statues of Koch and the Celebs. Sanctuary Six tries to canonize the lie. Elias watches with disgust. Juan sees the city’s sickness clearly.
PART V — THE LAST BATTLE
CHAPTER 11 — The Final Fight
The rebels and Sanctuary forces clash. Koch’s claim to Sanctuary Six fractures the city. Juan is killed in the chaos. Elias survives — barely.

PART VI — THE CODA (Maya/Ruby Compact Arc)
This section is three scenes, tight and devastating.
CHAPTER 12 — Ruby Appears to Maya
After the last battle, Maya sits alone on a broken step.
